|
Organisation mission statement The purpose of SERVE is to express God's love and build hope by serving the people of Afghanistan, especially the needy as we seek to help them address their personal, social and environmental needs.
Target group The rural population in the target areas, naturally with a focus on people with eye problems. Communities at risk of contracting avoidable eye diseases. Local medical staff (government and local NGO) who will be trained in prevention of blindness and referral. School students with possible eye diseases and/or refractive errors (through their teachers) Cataract patient in rural areas of the country.
Project purpose Through providing comprehensive eye care services (prevention, treatment, referral and refraction) and primary eye care training to medical and auxiliary staff attached to the clinics and schools teachers. All tasks will be done by 3 MST, MOT and training officer.
Targets Description
- 450,000 SERVE PBL will contribute to the reduction of the prevalence of avoidable blindness (est. 1.5% of 30 million) in rural areas of Afghanistan. It strives to reach this long term goal in close cooperation with the governmentand other eye care providers.
- 24,000 Three mobile screeing teams (MST) will each screen 40 patients/day for an est. 200 days/year.
- 850 The SERVE-PBL Mobile Operation team (MOT) will perform cataract eye surgeries 8.5 surgery/day for an est 100 days/years.
- 150 The SERVE-PBL Mobile Operation team (MOT) will perform other eye surgeries 150 surgery for an est 100 days/years.
- 350 Additional cataract operations will be done on the incentive system when the MOT achieved 800 eye surgery (anually).
- 350 The MSTS staff refer and support clients in need of basic (non-advance) cataract surgery (who are willing and able to pay and travel) to selected hospital and clinics run by partner organisation.
- 150 MST staff refer and support clients in need of advanced surgery (complicated or paediatric cases) to
selected hospitals and clinics run by partner organisations.
- 1,850 PBL staff provides post op care and counselling to clients (incl. post operative care on advanced surgery).
We aim to reach 1000 of our own clients and, when needed, post-op care will be provided to 400 clients of partner agencies.
- 8,000 MST will Provide reading glasses to patients who suffer from reading problems.
- 1,200 The MSTs provide prescription glasses to clients (600) and students (400) with complicated refraction
requirements (as part of the school screening follow up).
- 35,000 Three mobile teams will be involved with planned schoolscreening. PBL's training officer together with the
health teacher will teach selected teachers from the target school in how to screen students. The mobile team will only see referred students.
- 150 Training of selected school teachers in the pre-screening of students by SERVEs training officer & health
teacher. For this a separate short instruction programme is prepared and a small screening kit is provided to each (also to be used afterwards).
- Doing school screening (incl training teachers in how to screen) and providing awareness on prevention of blindness issues. 1050 Selected teachers screen all students and introduce students with possible eye problems to the MST who will organize surgical eye camps in the areas where SERVE is working. Advocacy and coordination of eye care issues with than examine and treat them. partners. 60050 Health teachers of the MST provide direct awareness lessons on prevention of blindness to school student
(35000), waiting patients (25050) and community leaders.
- 1,000,000 Provide indirect awareness on PBL issues to the target group using media, posters, PBL education leaflets
and presentations. Posters will be distributed in clinics, schools, optician shops, mosques, market places etc 500 Trainer officer trains district doctors, nurses, midwives and CHWs in primary eye care to build up a sustainable knowledge base.Topics are Eye examination, Cataract, Glaucoma, Night Blindness, Trachoma, Minor surgery A kit is provided to each.
- 4 Organize (or be actively involved in) 4 meetings annually focussed on planning and coordinating eye care in
Afghanistan using resources efficiently and liaising and advocating with the Afghan governmental health sector to take ownership of eye care.
- 65 Cost recovery should reach 65%. The leader of the MST provides a subsidy-agreement for patients who can
not afford to pay from the ‘poor patient fund’ as per predefined poverty criteria.
